Porta potti on the Mini??

It's been a few years since the topic was discussed.  I noticed on a website (http://www.tc.gc.ca/eng/marinesafety/debs-obs-quick-quick_visitor-1610.htm#f) that it is illegal to use a porta potti on a recreational boat in Ontario waters.  I imagine this is true for many US waters as well.  If so, what sort of solution do we have for a mini?  I don't want to cut holes in my Zero for pump-out fittings or vent, and I don't want to install a holding tank.  In Newfoundland, the bucket is still legal, but if I go anywhere else ... .  Is it possible to convince the border agent that if you don't eat ...

I used to sail both in Ontario (LO300) and in the States (B 1-2).
Nobody, never asked about the ...Porta Potti.
